refactor: replace Spring Boot with Jooby framework

- Remove Spring Boot dependencies and annotations.
- Implement Jooby MVC controllers and Guice dependency injection.
- Migrate persistence layer to Ebean ORM.
- Configure Flyway migrations and ApiErrorController.
- Update application configuration to HOCON format.
